Not later than 2 years after the date
of enactment
of this
Act, the Secretary shall improve
public accessibility to information on the National
Highway Traffic Safety Administration's publicly accessible vehicle safety databases by --
Authorizes DOT, upon request, to allow a state to use its apportionment
of national
highway performance program funds to pay subsidy and administrative costs
of Transportation Infrastructure Finance and Innovation
Act (TIFIA) program secured loans, loan guarantees, or credit for surface transportation projects for a state, local government,
public authority,
public - private partnership, or any other legal entity.

Subsection 33 (4)
of the
Public Transportation and
Highway Improvement
Act is amended by striking out «but the failure to give or the insufficiency
of the notice is not a bar to the action if the judge before whom the action is tried is
of the opinion» and substituting «but the failure to give or the insufficiency
of the notice is not a bar to the action if a judge finds».

Highway Administration rules, may also contain provisions that require covered entities or others to use or disclose protected health information for specific purposes.
