The «zombie»
property had been
of great concern to neighbors as it sat vacant and deteriorating and was donated to the
Land Bank by JPMorgan Chase in 2015, along with financial remuneration to insure that Village taxes on the
property were current through 2015.
The primary purpose
of the
land bank is to acquire distressed
properties, pay off back taxes, rehabilitate the
properties and get them back on the tax rolls.
(Note: The
Land Bank's disposition policy prohibits the sale
of properties back to the owner who was foreclosed upon for tax - delinquency or the immediate family member
of the prior owner.)
In some instances the
Land Bank will renovate
properties prior to sale in order to ensure that it has a mix
