finance laws by introducing a voluntary
public matching system similar to New York City and lower contribution limits.

of legislation to close the Limited Liability Corporation (LLC) loophole in the state's campaign

public financing program for the state comptroller's race, new disclosure rules for independent expenditure groups, and the creation
of an independent office at the State Board

laws.
But
public financing of elections, a system designed to take the big money out
of politics, would be «key» to any ethical reforms
of state government, he said Wednesday at a daylong symposium on ethics and government at Albany
Law School.

laws, including the
public financing of campaigns and stronger disclosure rules that target independent expenditure groups.
Good government groups have for years complained that New York's campaign
finance laws make it difficult for the
public to determine the actual source
of campaign dollars, whether due to the so - called «LLC loophole» — which allows business interests that control a network
of subsidiaries to vastly multiply their political giving — or corporate formation
laws that allow companies to obscure the individuals and other businesses behind them.

Public Works and Budget &
Finance committees approved an extension
of their agreement with the
law firm
of Harris Beach, PLLC to continue litigation stemming from a particularly difficult lawsuit filed against the county by West Gate Landscaping, Inc..
They also took advantage
of a loophole in campaign
finance laws and bundled $ 125,000 in contributions, using limited liability companies to hide the true amount
of their donations from the
public.
State Sen. Daniel Squadron also said «fundamental reform
of the system» is needed «including
laws to create a better campaign
finance system and more open and competitive elections, and to disentangle
public service from for - profit business.»
But he said his group, which has been under intense pressure from progressives to return to the fold since the election
of President Trump, is «ready to move forward,» but only if any final agreement is based on a legislative agenda that includes passage
of a bill to strengthen abortion
laws, enact a state DREAM Act, create a
public campaign
finance system, and adopt a single - payer health care program.
With seven session days left until June 21, it seems unlikely for now that an overhaul
of campaign
finance laws, with a
public matching system for political campaigns would be in the final mix.
Some
of the state's largest and most politically active unions have lined up in support
of Assembly Speaker Sheldon Silver's plan to overhaul the state's campaign
finance laws and create a New York City - style system
of public financing.
The legislation would make the Authority subject to open
public record
laws of both states, require that its meetings be open to the
public, establish audit and
finance committees within the body, and mandate an annual report by an independent auditor that gets sent to the governor, state comptroller and each state's Legislature.
Gov. Andrew Cuomo in a news conference this morning did not mention the women's agenda as potential measures he'd like to push in the spring, but did note the Dream Act,
public financing of political campaigns and changes to the teacher evaluation
law were items he wished were in the budget.
Despite appearing jointly together, both Skelos and Silver are far apart on whether to allow
public financing of campaigns to move forward, a coming flashpoint in the effort to overhaul campaign
finance and ethics
laws in the wake
of two corruption scandals.
The New York
Public Interest Research Group reports more than 100,000 actual violations
of state campaign
finance laws since 2011, including campaign committee failures to file accurate reports, or any reports at all.
As The New York Times reported today, Fair Elections for New York, the coalition
of groups making a sustained push this year for an overhaul
of campaign
finance laws, is starting a post-budget session $ 800,000 ad campaign and
public meeting blitz.
