The
success or failure
of the
turnaround has national as well as local implications, since U.S. Education Secretary Arne Duncan has made the strategy a centerpiece
of federal reform efforts.
That's normal — as in other sectors, where
turnarounds and start - ups are successful only 25 - 30 %
of the time, we would expect low
success rates the first time.
Even if most individual
turnaround attempts fail, you can achieve a cumulative
success rate
of 70 or 80 % by retrying rapidly: bringing a new, more capable leader; closing the school and starting fresh with a new operator; or closing the school altogether and dispersing the students to other, better schools.
Additional
turnaround resources include «Back from the Brink: Lawrence, MA,» an ERS case study

Too often, opponents
of turnaround schools (a system
of accelerating growth
of student achievement partly by changing the adults who serve the students and removing restrictions that impede student
success - including any collective bargaining agreements that don't put students» interest in the forefront) remain steadfastly wed to the failing status quo that undermines families» efforts to improve their circumstances through education.
But none
of the approaches to state - initiated
turnaround provide a surefire way to marshal the needed ingredients, and each strategy includes liabilities that, left unaddressed, will compromise the
success of the effort.

States would be able to choose one
of six intensive interventions for improving performance in these schools, ranging from a strategic staffing strategy that allows principals to staff schools with a
turnaround team
of their choosing, to a whole - school reform strategy that requires schools to partner with an organization that has a research - based
success record.
