[4] Thanks to a strong El Niño that brought near average precipitation to the northern California, the statewide April 1 snowpack measurement in 2016 showed state
water resources at 87 percent
of the long - term average; however, the snowpack was not sufficient to undo
water deficits caused by years
of drought.
The second section looks at the negative effect
of ecological
deficits on the food prospect and how to eliminate both soil and
water deficits.
When higher than average DLR (a foggy night or AGGs) reduces the demand the skin's energy
deficit places on the
water below, the
water below loses — at a slower rate — the SWR energy it stored (in the form
of a higher temperature) during the day.
The energy
deficit of the skin layer is supplied by the
water immediately below (the next 10 m or so) which is warmed by absorbing SWR.
The warmest such episode, in the mid-12th century, was more extensive and much more persistent than any modern drought experienced to date, with cumulative streamflow
deficits on the Colorado and Sacramento that would severely tax the ability
of water providers to meet demands throughout the Southwest.
The lower relative humidity and increased temperatures that would result from potential reductions in fog and low cloud cover could increase plant evapotranspiration rates, raise soil
water deficits, and accelerate risks
of forest fire.
