In 1986 a moratorium was declared on the hunting of great whales, instituted and overseen by the International Whaling Commission — a body originally convened to ensure the conservation
of whale stocks for further exploitation.
A singular lack of reporting and enforcement has plagued the IWC from the start, and unfortunately, scientists who most actively make recommendations concerning the stability
of whale stocks to the IWC are often far from unbiased — scientists often have political agendas, just like other people do.
The Convention was intended to provide for the proper conservation
of whale stocks and the regulation of commercial and aboriginal whaling.

of the considerable scientific uncertainty over the numbers
of whales of different species and in different geographical

Whaling Commission decided in 1989 that it would be better not to give
whale population figures except for those species /
stocks which have been assessed in some detail.
Iceland's increased commercial
whaling and recent trade in
whale products diminish the effectiveness
of the IWC's conservation program because: (1) Iceland's commercial harvest
of whales undermines the moratorium on commercial
whaling put in place by the IWC to protect plummeting
whale stocks; (2) the fin
whale harvest greatly exceeds catch levels that the IWC's scientific body advised would be sustainable if the moratorium were removed; and (3) Iceland's harvests are not likely to be brought under IWC management and control at sustainable levels through multilateral efforts at the IWC.
The IWC, charged with the global conservation and sustainable use
of whales, introduced a moratorium on commercial
whaling in 1986 as a temporary strategy to conserve depleted
whale stocks while a more long - term plan was developed to manage
whales.
