The EPPO would apply national criminal procedure rules when investigating, prosecuting and bringing to trial
offences against the Union's financial interests.
First, a proposal of directive on the fight against fraud to the Union's financial interests by means of criminal law («Proposed Directive Financial Interests») harmonises the definition of
offences against the Union's financial interests as well as the sanctions for those offences, and thereby constitutes the substantive basis for the offences within the EPPO's competence (infra).
