The Office of Educational Information Management & Technology Innovations develops and maintains the department's computer applications, administers the department's database, reports educational information collected by the department, and calculates and reports state and federal accountability results.

Dorer leads the Center's administrative offices including the Offices of Human Resources, Information Technology, Acquisitions, and Facilities Manaoffices including the Offices of Human Resources, Information Technology, Acquisitions, and Facilities ManaOffices of Human Resources, Information Technology, Acquisitions, and Facilities Management.

Karen Van Dyke serves as the Director of Positioning, Navigation and Timing (PNT) and Spectrum Management in the U.S. Department of Transportation Office of the Assistant Secretary for Research and Technology (OST - R).

In addition to coordinating mandated annual RD&T reporting to Congress, the program promotes excellence in research management, develops guidance concerning access to research results, the peer review processes and research ethics and coordinates Departmental participation in initiatives of the White House Office of Science and Technology Policy (OSTP) and the National Science and Technology Council (NSTC).

He is responsible for OST - R's Congressional, International, National Science and Technology Council, technical standards, and ombudsman programs; conducts legislative and policy analyses; and provides specific policy and program support to the Office of Positioning, Navigation and Timing & Spectrum Management.
