And so as a matter of international law under the Paris
Agreement, national commitments to reduce ghg emissions must be based on
achieving a warming limit as close as possible to 1.5 degrees C but no greater than 2 degrees C, a requirement
often referred to as the level of «ambition» but national commitments also must be based on «equity» or «fairness.»
