It would be interesting to see if a state government could block an off - shore
oil or gas project solely on the basis of climate - related onshore impacts (for Victorians and the rest of the world).
That doesn't stop Oxfam America, the Sierra Club, Friends of the Earth and the Methodist Church jointly lobbying US politicians to prevent investment in coal,
oil or gas projects in Africa.
This means that any new
oil or gas projects are unlikely to pay any PRRT at all for well over a decade.
Not exact matches
A 2008 U.S. geological survey pegged
oil reserves north of the Arctic Circle at 90 billion barrels —
or 13 % of the
projected undiscovered
oil in the world — and 44 billion barrels of natural
gas liquids.
But Exxon has continued to invest heavily in
projects that will not produce
oil or gas for years.
Probably the most discussed aspect of the NGP Report (see this excellent discussion on CBC's The 180 beginning at around the seven minute mark) is the JRP's treatment (
or lack thereof) of «upstream» greenhouse
gas emissions (GHGs), and specifically the apparent asymmetry between the JRP's decision to consider the need to open markets for
projected increases in
oil production — the vast majority of which would uncontrovertibly be from the
oil sands — but not the GHGs associated with this
projected growth.
But the administration has now taken a similar tack on a number of other controversial
projects, staying silent rather than approving
or blocking them, including a major proposed propane storage
project in the Finger Lakes, the construction of new liquefied natural
gas storage areas across the state and a crude -
oil heating facility at the Port of Albany.
On March 12, the New York State Assembly amended the state budget bill addressing capital
projects (A9504b) «for services and expenses related to the design and construction on Sheridan Avenue in Albany of a cogeneration plant and microgrid, to operate on renewable energy, natural
gas and /
or fuel
oil.»
The
project involves the development, ownership, operation and management of the 400MW Combined Cycle Plant to be fueled by either Liquefied Petroleum
Gas (LPG)
or Natural
Gas (NG) for a 25 - year period by Early Power Limited in Tema, strategically close to the Tema
Oil Refinery (TOR).
And, although a few
projects such as the Sleipner
gas field in the North Sea
or oil fields owned by the EnCana Corporation in Calgary, Alberta have proved that CO2 can be pumped underground and remain trapped below cap rock, they are aimed at enhancing recovery of the fossil fuels in those fields rather than permanently storing the greenhouse
gas.
The Gulf Research Program (GRP) of the National Academies of Sciences, Engineering, and Medicine is awarding $ 10.8 million to six new
projects to develop new technologies, processes,
or procedures that could result in improved understanding and management of systemic risk in offshore
oil and
gas operations.
A decade ago, no one
projected the growth in shale
gas or tight
oil in the US
or anywhere else in the world.
As was discussed here last Friday, President Obama has proposed using a tiny portion of federal revenues from offshore
oil and
gas production to build an «Energy Security Trust» to pay for the kinds of tough
or longer - term energy research
projects that the private sector tends to neglect.
Without the safeguard, REDD monies
projected to help developing countries protect their remaining forests and reduce the 25 percent of global greenhouse

In particular, we call on Parliament to ban any further public
or private investment in
projects that will make the climate emergency worse, such as coal,
oil, and
gas projects.
Our elected representatives are choosing to allow corporations to put us all at greater risk of dangerous climate impacts every time they approve new climate - damaging
projects, like new coal,
oil,
or gas projects.
As a first step, this «no more bad investment» legislation should ban all new coal,
oil, and
gas projects and all new logging
or clearing that degrades and destroys natural carbon sinks (including renewals of expiring regional forest agreements).
Reduce dependency on (imported) fossil fuels (balance of payments, reliance on potentially unfriendly
or unstable nations as suppliers, high cost at the pump, all problems as seen from US viewpoint): — encourage nuclear power generation (cut red tape)-- encourage energy savings and improved efficiency
projects (tax breaks)-- encourage basic research into new (non fossil fuel) resources (subsidies)-- encourage imports from friendly neighbor, Canada (Keystone pipeline)-- encourage local
oil and
gas exploration («drill, baby, drill»)-- encourage «clean coal»
projects (tax incentives)-- set goal to become energy independent within ten years
-- Instruct the new Energy Secretary to work with
oil and
gas industry to put together and implement an energy independence plan, with the clear goal of making the USA a net exporter of energy products within four years, at the same time creating millions of new jobs — Instruct the EPA Director to work with coal burning companies to encourage «clean coal»
projects (eliminating pollution), by offering tax incentives for those who invest in these
projects — Instruct the new Energy Secretary to set up a special task force to encourage the expansion of nuclear power and ease the permit procedure for new
or expanded plants, with the goal of increasing nuclear power generation from 20 % to 25 % within four years
Around 20 % -25 % of
oil and
gas majors» potential investment is in
projects that will not be needed in a 2 ˚C scenario, and cancelling them would mean seeing very little
or no growth (known as ex-growth).
Freeze further leases
or permits for new
oil and
gas extraction
projects or transportation infrastructure that would incentivize additional exploration.
SA can develop new climate - safe exports to make up for forgoing potential future export income that might accrue from drilling for
oil in the Bight
or from future new
gas extraction
projects.
Instructs the Secretary of Energy to: (1) establish a competitive grant program for
oil and
gas producers to implement
projects to inject carbon dioxide to enhance recovery of
oil or natural
gas while increasing carbon dioxide sequestration; and (2) assess and report to Congress on the economic implications of the dependence of Hawaii on
oil as its principal source of energy.

oil and
gas projects from shale and /
or oil from tar sands as well as exploration and production
projects in the Arctic.
