evaluations.

The law says that local
superintendents get to determine which teachers fall into the 25 percent pool and put their names forth for consideration, as long as they've been working for three consecutive years and has shown proficiency
on the teacher
evaluation instrument.
As reported in today's CTMirror, it wasn't even two hours after Governor Malloy signed the «education reform» bill into law before the three groups representing the school
superintendents, principals and school boards went back
on their word, claiming that the new law gave them the right to implement policies that student's standardized test scores can account for 50 percent of a teachers
evaluation rather than the 22.5 percent that was listed in the draft bill and agreed to by all of the parties last January.
If the ruling made
on Christmas Eve by the Public Employment Relations Board (PERB) stands, the district would have to stop the
evaluation process, which was implemented in 2013 under former
Superintendent John Deasy.
The initiative focuses
on comprehensive overhaul of systems that contribute to student achievement, with individual teams led by assistant
superintendents, the chief financial officer, the director of pupil services and the chief human resources officer — Joseph Pettiford — who is responsible for implementing hiring, onboarding, management,
evaluation and professional learning processes designed to empower educator effectiveness and student performance.
The model recommends that 40 percent of a

evaluation be based
on student academic progress, as determined by multiple measures of learning and achievement.

LAUSD General Counsel David Holmquist told LA School Report that the guidelines issued by
Superintendent Deasy
on Friday do not prohibit school principals from making student progress count for less than 30 % of teacher
evaluations.
Deasy joined Los Angeles Unified as deputy
superintendent in August 2010 and went
on a mission to overhaul teacher
evaluations, a subject he knew from his previous job at the Bill and Melinda Gates Foundation.
