On Indigenous
welfare issues in general (including
child welfare) the next scheduled intergovernmental meeting of Community Services Administrators is to address the question of coordination and cooperation (as discussed earlier under «health care»).
Parental mental illness Relatively little has been written about the effect of serious and persistent parental mental illness
on child abuse, although many studies show that substantial proportions of mentally ill mothers are living away from their
children.14 Much of the discussion about the effect of maternal mental illness
on child abuse focuses
on the poverty and homeless - ness of mothers who are mentally ill, as well as
on the behavior problems of their
children — all
issues that are correlated with involvement with
child welfare services.15 Jennifer Culhane and her colleagues followed a five - year birth cohort among women who had ever been homeless and found an elevated rate of involvement with
child welfare services and a nearly seven - times - higher rate of having
children placed into foster care.16 More direct evidence
on the relationship between maternal mental illness and
child abuse in the general population, however, is strikingly scarce, especially given the 23 percent rate of self - reported major depression in the previous twelve months among mothers involved with
child welfare services, as shown in NSCAW.17
Parents may share both physical custody, with each providing a home for the
child, and legal custody, meaning the parents make decisions together
on major
issues affecting a
child's
welfare, such as education, health care and religious training.
Behaviour problems are three times higher than national norms among
children from families that have been sanctioned and left
welfare.7 A Kaiser Family Foundation
Issue Brief by Levin - Epstein and Hutchins describes what is currently known about the PRWORA impact
on three different groups of adolescents: teen parents, teenagers living in TANF households, and teens who are involved in TANF funded initiatives.8 Evidence

In recent years, the responsible fatherhood field has expanded beyond its roots in employment and parenting services for low - income fathers to recognize the diverse needs of a wide array of fathers.1 Programs now include elements such as healthy marriage and co-parenting skills training, general fatherhood competency for all income levels, support for fathers involved with the
child welfare and criminal justice systems, a focus
on children's education and literacy, awareness of the needs of fathers who have
children with special needs, and attention to
issues of domestic violence.

on these placements suggests that although kinship families are much more vulnerable than unrelated foster families,
children living with relatives are more likely to remain in the same placement and to have longer durations in foster care.78 Given the large numbers of kinship placements occurring across the United States, it would behoove the
child welfare system to provide supportive services to these vulnerable kinship families to enable them to provide quality care to the
children in their care (see the article by Geen in this journal
issue).
