The Ministry of Housing, Communities and Local Government has today published its Integrated Communities Strategy green paper, which sets out changes to the
free schools application process and
school admissions arrangements, new rules for private
schools and unregistered settings, and guidance
on home education.
It also says
applications to set up
free schools are not emerging from areas with the greatest forecast need and calls
on the government to set out «how and by when it will encourage
applications» from these areas.
The Center identified a pattern of «gate keeping» behavior
on the part of the
schools, such as
school officials who told parents a
school was «not for them,» that the
school application required a photo, and that they could not sit by their kids at breakfast drop - off for fear of the parent eating the
free food (quoted in Aggarwal, 2014).
With
free schools increasingly appearing
on local authority
school application forms, it could mean some parents who have picked the
school for their child end up severely inconvenienced.
From next June they will make also make decisions
on which
free school applications are approved, where currently they only make recommendations to ministers.
