The task force,
chaired by Joel Klein, former head of New York City public schools, and Condoleezza Rice, former U.S. secretary of state, cites mediocre U.S. showings
on international assessments;
high dropout rates, particularly among black and Hispanic students; poor civics performance; limited study of foreign languages; and
lack of college preparedness as evidence that the nation's security is at risk.
