of issues worth raising about a reform —
issues about the
quality of implementation, the meaning various actors ascribe to the reform, the primary and secondary effects
of the reform, its unanticipated side effects, and how different subgroups
of teachers and students are affected.
If
quality education is the civil rights
issue of our time, as Secretary Duncan has said, then it is worth knowing whether
teachers and these minority groups are
on the same page.
NCLB has been a great success in the sense that no one disagrees with its goals: accountability for results, addressing
issues of teacher quality, putting a spotlight
on the learning
of all students, and better targeting
of funds to districts serving the most disadvantaged students.

issues we will return to later in this article.

issue about how we've been defining
quality teaching and I think that what we're looking for is something that picks up
on the ripples, the enduring impact that

on the lives
of learners.

of the American Educational Research Association, Darling - Hammond focuses her research, teaching, and policy work
on issues of school restructuring,
teacher quality and educational equity.
Although we agreed
on the importance
of teacher quality, this is not to say that we were
on the same page
on all educational
issues.

of you who are not familiar with Linda Darling - Hammond, or her extensive career as one
of the best, brightest, and most influential scholars in the academy
of education, she is the nation's leading expert
