Upper respiratory viruses and feline distemper (feline
panleukopenia virus) are not contagious to people, but can be carried
on hands and clothes to potentially vulnerable cats at home.
Under the bill the following animals were not required to be released
on demand:  (1) animals «physically suffering irremediably» as long as a licensed veterinarian has issued a written, signed certification stating «that the prognosis for recovery is poor or grave even with comprehensive prompt and necessary veterinary care; «Â (2) dogs symptomatic for parvovirus and cats symptomatic for

Control of
panleukopenia is dependent
on prevention.
Because there is not a cure for
panleukopenia, treatment is focused
on supporting the side effects until the virus subsides, much like treating a human cold.
Health and behavior conditions that may be considered include, but aren't limited to: feline upper respiratory infection; ringworm;
panleukopenia; diarrhea in neonates and foster kittens; general neonatal health; parasites; the impact of housing and its associated stressors; the effect of intensive handling
on the development of stress - related behavior and health problems; failure to engage in normal behaviors such as elimination, grooming and eating; euthanasia due to fearful behaviors.
To identify the vaccine used, it is now recommend that the feline
panleukopenia - calicivirus - chlamydia - rhinotracheitis vaccination be given
on the right shoulder.
