As with teachers, traditional defined benefit
plans create strong incentives for
administrators nearing normal retirement to continue
on the job until their
pension wealth peaks, and the turnover rates from the principal survey confirm this trend.
And because
pension plans are based
on a formula that factors in salary levels, employees with higher salaries (like district superintendents and
administrators) tend to earn disproportionately large benefits compared to teachers.

(5) If the Superintendent intends to make an order requiring the wind up of a
