While my efforts to persuade the Board of Selectmen, the town manager, and the Rec Department director to allocate permits in a more equitable fashion, and to use their power to make sure that the programs using town - owned
facilities met minimum standards for inclusiveness and safety, fell
on deaf ears (we ended up being forced to use for our home games a dusty field the high
school had essentially abandoned), I returned to a discussion of the «power of the venue permit» 10 years later in my 2006 book, Home Team Advantage: The Critical Role of Mothers in Youth Sports, where I suggested that one of the best ways for youth sports parents to improve the safety of privately - run sports programs in their communities was to lobby their elected officials to utilize that power to «reform youth sports by exercising

on - one child therapy, family therapy, and group therapy, in both private practice and

public school space — are focusing
on increasing the amount of
public money each charter

The freeze
on charters» per - pupil funding won't officially end for another year, but these innovative
public schools will get direct state grants to reduce the gap this year — and also get markedly more
facilities funding.

The only issues
on which charter
school parents are either less satisfied or more concerned than traditional
public school parents are is the availability of extra-curricular activities,
school facilities, and the location of their child's
school.
In places with fast - growing enrollments, the independent
public schools also eased pressure
on facilities and capital budgets.
These
schools typically incur deficits prior to their first year of operation (although these deficits are sometimes carried
on the books of the CMO central office), as they begin to hire staff, upgrade
facilities, and purchase equipment and supplies, all before the first students arrive and before any
public tuition payments are made.
Oliver Brown,
on behalf of his daughter, Linda, sued a
school board, not a
public park commission or state - run railroad, though throughout the South these
public facilities were no less segregated than
schools.
We come then to the question presented: Does segregation of children in
public schools solely
on the basis of race, even though the physical
facilities and other «tangible» factors may be equal, deprive the children of the minority group of equal educational opportunities?
State and federal law require each
public school district and each approved private
school to report to OSPI all known incidents involving the possession of weapons
on school premises, transportation systems, or in areas of
facilities while being used exclusively by
public or private
schools.
This funding gap, coupled with the fact that traditional districts often control access to
public school buildings, means that many charter operators fall back
on a «patchwork of solutions» to cover their operating costs, find adequate
school facilities, and transport students.
The Manhattan middle
school relies
on public funds for everything but its
facilities, cutting costs by eliminating admin positions and increasing class size.
In the absence of an unflinching, daily reaffirmation of standards of educational excellence, the structural disadvantages common to many
public schools - the poorly paid and underqualified teachers, the crumbling
facilities - inevitably begin to encroach
on, and then to corrupt, the learning environment.

As the City Council holds a hearing this afternoon
on three resolutions aimed to cap and slow the co-location of
public schools, district and charter
school leaders who share
facilities are speaking up about their experience co-locating with other
public schools; collaboration, community building and putting kids first are recurring themes among all of them, demonstrating that educators know to check politics at the door.
Charters spend a larger amount of funding
on facilities because they are unable to access
public school facilities to which their students are entitled under Proposition 39.

The federal government's reports
on the deteriorating state of
public school facilities, most notably a 1995 report from the General Accounting Office (now the Government Accountability Office), brought increased attention to the need to invest in education infrastructure.

school's buildings, parts of which are 100 years old.
