on a five - point scale that awarded

In addition to the obvious need for increased

on the part of national and state governments; the resulting insufficient knowledge base to support effective citizenship and human rights
education; and the limited ability of international

education programs under a law that holds them accountable for their students» performance
on the state's basic - skills test for
