ALBANY — Governor Andrew Cuomo and legislative leaders have agreed
on a framework for the state budget with at least a $ 1.4 billion increase in school aid, a plan to allow the state education department to develop the new

on larger long - term sticking points between their groups and New York's city and state
teachers» union, including merit pay.
In addition to the marijuana bill, Mr. Cuomo and lawmakers had not been able to reach agreements

on a
requirement that college and high school coaches report possible acts of sexual abuse to law enforcement.

Rather than today's system, which focuses
on «input regulations» such as textbook mandates; seat time rules; cumbersome, outdated certification
requirements; and professional development units, public officials should place greater emphasis
on vastly improved data systems, better
teacher evaluations, curricular quality, and meaningful accountability.
The Obama administration has used its Race to the Top program and unprecedented, far - reaching conditions for states seeking «waivers» from the No Child Left Behind Act's most destructive
requirements as excuses to micromanage what states are doing
on teacher evaluation, school turnarounds, and much else.
Based
on the furor that this

teachers» unions, one might assume that students» test scores feature prominently in these new
evaluation systems.

Let's home in, in particular,
