This analytical report reviews the history of the United Nations Framework Convention

negotiations will face in the coming years.

You'd have to wonder how a guy who thinks he is smart hasn't been able to
cop onto why, if it's that easy, it hasn't been able to be done in 20 years of international
negotiations on this issue.
Developers and other stakeholders are also carefully watching the United Nations Framework Convention
on Climate Change (UNFCCC) process to see what kind of policy signals emerge from the next round of Conference of Parties (
COP)
negotiations in Lima next month and in Paris in 2015.

As part of the new rounds of
negotiations, the UNFCCC adopted the Durban Platform for Enhanced Action at
COP 17 in Durban in 2011, where
negotiations were put
on an ambitious track to work out the details of an entirely new international agreement by 2015.
Delivered
on a daily basis by the Climate Action Network (CAN) at the
COP, the «award» denounces those countries that have contributed least to the progress of the
negotiations, and further distancing themselves from meeting global warming targets.

Despite this the President did highlight his stern views
on the slow progress of climate
negotiations ahead of
COP 17 to be held in Durban towards the end of next month.
Recognizing strategies that actually work is especially important now, coming off of the climate change talks last December in Lima, Peru, and looking ahead to the next Conference of the Parties (
COP) in Paris, at the end of 2015,
negotiations characterized by the Guardian as the «world's last best chance to reach an agreement
on cutting carbon emissions.»
