The DUP and Sinn Fein must agree
on a power sharing agreement by the March 26th deadline or reach their own
deal on devolution, Northern Ireland secretary Peter Hain has warned.
That «coalition» approach is underpinned by the 97 - 01 policy agenda of new
deal on jobs and windfall tax, minimum wage,
devolution and FoI, public services, social chapter and pro-EU, feminisation of the PLP through shortlists, alongside macroecon stability, aversion to tax rises spoke to a party coalition; the post-01 agenda was arguably rather narrower, with new labour seeming to be about a particular method of public service reform.
From June, Greater Manchester will get an interim mayor as part of a
deal with the Government
on regional
devolution.
Beyond this, the way in which City
Deals have been put
on the agenda seems only to reinforce the idea that
devolution in the North has little to do with democracy, and more with the needs and wills of politicians.
The Liberal Democrat approach to English concerns is based
on five interconnected
devolution proposals: EVEL; a constitutional convention; the local level as the main recipient of decentralised powers; more City
Deals (like Devo Manc) to prompt economic growth; and «
devolution on demand», to allow councils to take control of the services that matter most to them.

on the tensions between technocratic and democratic approaches to
devolution in the context of the «City
Deals» and «Northern Powerhouse» agenda, as well as
on the link between territorial identity and

In essence, the Conservative approach to English

on three themes: a better and more balanced economy; bespoke Growth
Deals and decentralisation of powers to (large) cities which choose to have elected mayor; and English Votes for English Laws (EVEL).
However, depending
on the terms of the
devolution deal, the two positions can also run concurrently.
The British state is being dramatically restructured by the ongoing wave of
devolution deals but the focus so far has been
on devolving economic powers and the delivery of public services.

deal to be said for AV, as a major advance
on what we have now, particularly if combined with PR for a second chamber and local government, along with other measures such as
devolution and entrenched rights that constrain the kind of untrammeled use of majority power we saw in the 1980s.
Having gained 47 per cent of the first round vote (
on a turn - out of 26 per cent), Jarvis has a strong mandate to bring together the combined authority leaders and rubberstamp the city region's

devolution, but it has been a struggle to get the civil service to change and reforms that could make a difference have often stalled
on technicalities.
Labour and the Liberal Democrats are edging towards a post-referendum pact
on further powers for Scotland, which could see a
deal to agree much greater
devolution of tax and welfare powers from Westminster.
