Imagine what would happen if all the evangelical institutions —
youth organizations, publications, colleges and seminaries, congregations and denominational headquarters — would dare to undertake a comprehensive two - year examination of their total program and activity to answer this question: Is there the same balance and emphasis
on justice for the poor and oppressed in our programs as there is in Scripture?
Neither the National Offender Management Service nor the
Youth Justice Board were able to supply information
on the number of official complaints of sexual abuse in custody or the number of investigations, criminal charges or convictions following a complaint.
We now have, I hope, an opportunity for a grown up debate
on how to make our
youth justice system work, for the young people within it and the communities it protects — by examining the root causes of
youth offending, what preventative action can be taken, how to most appropriately punish and reform offenders and rehabilitate them back into our society.
But public confidence in our
justice system, including the
youth justice system, does require some punishment for crimes committed to be inflicted
on the perpetrator.
And despite the fact that the vast majority of young people, including those in riot - hit areas, are law abiding citizens, there is no doubt that the unrest we saw in August will shape debates we have from now
on on youth provision,
youth services and — the issue I'm going to focus
on today -
youth justice.
In April, Gov. Andrew Cuomo announced the members of the Commission
on Youth, Public Safety and
Justice, created in part to address raising the age of criminal responsibility.
