The U.S. investigation pegged the number at 1,517; one reason
for the
discrepancy is that, at the time, officials counted passengers
only after the ship reached its final destination, to
account for passenger changes at ports and stowaways.
As discussed below, it seems likely that undersampling of the ocean, especially the deep ocean, may well
account for the main
discrepancy as it is manifested at
only certain times (when La Niña is present).
