In addition, schools and the
child welfare system must actively engage families — birth, kinship, foster, and adoptive — in all areas of a
child's or youth's education, ensuring that they
operate as a team to achieve the best educational outcomes possible.
Bridges can be built between programs that traditionally
operate in silos through approaches such as Early Head Start /
child care collaborations or the provision of health and mental health consultants to early childhood programs and
child development specialists in the
child welfare system.
