Prior to his appointment in Knoxville, Dr. McIntyre served as the Chief Operating Officer for the Boston Public Schools, where he was responsible for the day to
day operations of the school district.
In addition, several policy items were included in the budget (e.g. teacher and administrator licensure changes, scheduling of referendum restrictions and restrictions for energy savings projects) that will impact the
efficient operations of school districts.
As of 2002, a total of 24 states had adopted laws authorizing a state education agency to displace a school board and take over
the operation of a school district in cases of protracted problems with academic performance, fiscal mismanagement, or corruption.
The Board is permitted by law to invest temporarily any funds that are not immediately needed for
