Administrator Charles Bolden released this statement: «Leonard Nimoy was an inspiration to multiple generations of engineers, scientists, astronauts, and
other space explorers... As Mr. Spock, he made science and technology important to the story, while never
failing to show, by example, that it is the people around us who matter most.
Incidents in
other settings tell us that where there is verbal abuse going unchecked, so there will follow physical violence, and there can be little doubt that an aggrieved parent is going to take his / her frustrations out one day on an
administrator and the
administrator will claim damages against her employer for
failing to provide a safe working environment.
The complaint goes on to state that the school, which currently enrolls 70 students in grades K - 8,
fails to educate students in any subjects
other than basic reading, writing and math; it lacks a system to provide special education; it's understaffed and the teachers it does employ are underqualified; it doesn't have a functioning library; and teachers and
administrators use excessive and exclusionary discipline on the children.
Still, word of the dramatic turnaround has spread: principals and
administrators from
other failing high schools as far away as Chicago have been touring New Dorp.
But the record increasingly reveals that Capital Prep Principal Steve Perry and the
other administrators at Capital Preparatory Magnet School have consistently
failed to meet the most basic elements of this code.
In his «historic» call for «education reform», an end to teacher tenure and a disproportionate transfer of public dollars to charter schools the Governor
failed to point out that (1) Connecticut already has one of the longest probationary periods for teachers in the country — four years — which gives school
administrators more opportunity to judge a teacher's capability than do those in most
other states and that (2) in 2010 the Legislature adopted major revisions to the teacher evaluation process that already gives Malloy's Department of Education the power to revamp how teachers are evaluated and require school
administrators to actually conduct appropriate evaluations.
By forcing students to stand while eating lunch, seating them at the «Table of Shame» or forcing them to stand facing the wall are all extreme examples where Steve Perry and
other school
administrators at Capital Preparatory are
failing to fulfill their fundamental obligations as required by Connecticut's code of professional responsibility for school
administrators.
But now Malloy and Pryor have chosen to put Connecticut's «alliance districts» in the hands of an individual who has consistently
failed to do what is legally required of
other teachers and
administrators.
Such remedies could consist of one or more of the following: (1) providing clear definitions and examples of threatening actions for which students may be suspended (including specifying the conduct that does not warrant a suspension); (2) requiring the
administrator (s) to make specific findings prior to imposing the sanction of suspension, e.g., determining that the behavior in question falls within the scope of the prohibited conduct, and / or determining that
other means of addressing student behavior are not feasible or repeatedly
failed to bring about appropriate conduct; (3) providing teachers and
administrators with training on how to administer the policy fairly and equitably; and / or (4) providing teachers with training in classroom management techniques and effective behavioral interventions that give them appropriate and culturally responsive tools to interpret and address the underlying behaviors.
The solution is to support all public schools, call upon school
administrators to do their job (they do have the means to identify, retrain and
failing those actions, to fire bad teachers) and wake parents up to the fact that when parents are fully engaged, their children and the children of
others will benefit from effective teaching.
