all other bishops of the Church as «first among equals,» not on account of any alleged jurisdictional supremacy accruing to the See of Peter, but in respect to the antiquity and greatness of the city of Rome, the first capital of the empire...
One wonders how many
other bishops of the day could have thought or done the same.

of single congregations were independent from each

The responsibility
of bishops is and always has been, as Archbishop Raymond Burke
of St. Louis and
other bishops have explained in great detail, to protect the integrity
of the sacrament, to prevent public scandal that creates confusion about the Church's teaching, and to avoid the danger
of people receiving the sacrament, as St. Paul puts it, to their damnation.
