But the fate of that NASA -
funded education program and many
others was very much up in the air until this week, when Congress passed a $ 1 trillion spending bill to
fund the
federal government through 30 September 2015.
Specifically, the bill would eliminate the often fierce competition for money between NIH and
other agencies overseen by the appropriations subcommittee that
funds health,
education, and welfare programs, as well as between that panel and the 11
other subcommittees that make up the overall
federal budget pie.
«Sustaining and growing support for research and development under the kinds of constraints that we have experienced in the
federal budget» is one of the top S&T - related challenges — along with
others involving climate change, NASA
funding, and STEM
education — facing the Obama administration in its last year and a half, said Holdren who is the director of the White House Office of Science and Technology Policy and assistant to the president for science and technology.

Asked how Amistad's success could be replicated in
other communities, and if
federal funding was available for more Amistad - like schools, Paige noted that K - 12
education is a state matter, and each state handles
education in its own way.
The Senate passed a nearly $ 32 billion spending bill for
education and
other social programs last week, but Democrats and the Clinton administration were outraged by a provision in the bill that would transform most
federal education funding into block grants.
If the skeptics are right, Wood writes, Common Core «will damage the quality of K — 12
education for many students; strip parents and local communities of meaningful influence over school curricula; centralize a great deal of power in the hands of
federal bureaucrats and private interests; push for the aggregation and use of large amounts of personal data on students without the consent of parents; usher in an era of even more abundant and more intrusive standardized testing; and absorb enormous sums of public
funding that could be spent to better effect on
other aspects of
education.»
Shah noted that, «Cutting the special
education budget for
other reasons meant a district was running the risk of losing its share of
federal funds.»

According to the Higher

And cutbacks in
other areas could also affect students, since not all
federal funding for schools comes from the Department of
Education.
We have five states that signed up to the National
Education Reform agreement and just after the previous
federal election the Abbot Government made a deal with the
other states which really was a deal that meant that those states did not have the same level of accountability and transparency around the
funding.
The Emergency School Aid Act, a $ 149 million
federal desegregation program that provided
funding to Montclair, was wiped out along with 25
other federal programs when Congress passed a package of
education block grants in the summer of 1981.
While some schools benefit from certain categorical
funds (e.g., magnet dollars, STEM, or tech - voc dollars), many don't qualify for
other state and
federal programs, such as Title I, bilingual
education, and special
education.
Washington plays a role here, too, since the focus of the No Child Left Behind Act on low achievers and troubled schools, coupled with state and
federal funding streams for special
education, means that schools serving high achievers don't receive money that
other public schools often do.
The
Education Department, along with
other federal agencies and private
funders, earlier this year awarded grants for the development of standards in science, history, and the arts.
Last month, Rep. Bill Goodling (R - Pennsylvania), chairman of the House
Education and the Workforce Committee, along with five
other Republicans, proposed a $ 1.5 billion Classroom Modernization Act that would provide limited
federal funding for new schools and renovations.
The Bill & Melinda Gates Foundation, which earlier handpicked 15 states to receive up to $ 250,000 each to help prepare applications for
federal Race to the Top
Fund grants, will now offer aid to the
other 35 states, too — if they meet eight
education reform criteria.
Fifty percent of the programs
funding comes from a 21st Century Community Center grant, a
federal program administered through the Vermont Department of
Education, and the
other half comes from the school budget, donations,
other grants and community partnerships.

On April 16, Grassley was joined by seven
other GOP senators (including major presidential contenders Ted Cruz and Rand Paul), who signed a letter calling on their colleagues to stop
funding the implementation of Common Core, which, they point out, appears to violate
federal laws that explicitly forbid the
Education Department to influence curriculum or assemble a national database.
Others include the 1975 civil rights law mandating public
education for special needs children, the bilingual
education act of 1968, and the original civil rights
education law, which passed in 1965 as part of President Johnson's war on poverty and mandated
federal funding to states, equal access for all children, and higher standards.
These and
other results suggest that some of the most prominent ideas that dominate current policy debates — from supporting vouchers to doubling down on high - stakes tests to cutting
federal education funding — are out of step with parents» main concern: They want their children prepared for life after they complete high school.
Funding for college work - study programs would be cut in half, public - service loan forgiveness would end and hundreds of millions of dollars that public schools could use for mental health, advanced coursework and
other services would vanish under a Trump administration plan to cut $ 10.6 billion from
federal education initiatives, according to budget documents obtained by The Washington Post.
Other federal programs would suffer significant cuts, including grants to states for career and technical
education, which would lose $ 166 million, down 15 percent compared to current
funding.

Three sets of laws prohibit the
federal government from prescribing the content of state curricula and assessments, yet the Department of
Education has done more than any
other organization to propel the Common Core and is currently
funding the creation of standardized assessments that are fully aligned with the Common Core.1
There doesn't seem too much of a problem when it comes to
federal funding, because the
education budget has increased drastically in the last several years, and so Guggenheim more times than
others points to the ineffectualness of the school system itself.
