I wouldn't say its super hydrating, but as someone with combination skin I didn't notice my foundation clinging to the dry spots (which can sometimes happen when I
use other primers under my foundation.)
Unlike a lot
of other primers, this one looks and feels a lot like a lotion / moisturizer.
Unlike other primers on the market, this one contains no silicone, which I actually like (again due to breakouts which can be caused by this ingredient).
I have no point of comparison, since I've never
used other primers, but I think it does makes my liquid foundation go on more smoothly.
It does a good job of keeping my face moisturised and my product in place with a practically - invisible lightweight feel, and it doesn't feel super «grabby» as I apply my foundation, which I can find difficult to work with in
some other primers.
I can't say that it keeps me matte for 12 hrs, but it's still better than
any other primer I've tried.
It's silicone free, so it is not as heavyweight as your standard primer, but it gives my skin a glow that
no other primer can.

If a weathered exterior has a lot of old paint - probably including oil based from the 1950's or earlier, and it's been scraped... Does one have to use an oil based primer and paint or can one use
some other primer in order to then paint latex over it.
Previously when we used
other primers, we'd have delamination starting already within a year.
