We then provide brief case studies of three states seeking innovative pathways to comply with ESSA's requirement of including at least one

quality or student success in the state accountability system.
About 82 percent of people surveyed say that it is important for high schools students to develop interpersonal skills, be cooperative and respectful of
others and 42 percent said standardized tests were a «highly important»
indicator of school
quality, according to a national poll.
It further found that some teachers who were highly rated on student surveys, in classroom observations by principals, and through
other indicators of
quality had students who scored poorly on tests.
As this table shows, many state ESSA accountability plans include chronic absenteeism, or

The No Child Left Behind Act (NCLB) has triggered increased attention to the uses of performance data related to student test scores, graduation rates, and

No surprise, I guess, that none of the
other «issues» about which the EVAAS has been continuously questioned and critiqued were addressed in this article (e.g., about fairness and the teachers who are not TVAAS eligible, validity or the lack of relationships between the TVAAS and
other indicators of
quality in Tennessee, subject and grade level bias, as written about here and here, etc.).
A State may, however, include
other statewide achievement - related measures, such as results on statewide science assessments or student growth for elementary and middle schools, as an Academic Progress or School
Quality or Student Success
indicator.
States should avoid using measures of school
quality or student success in
other school classification
indicators.
On the
other hand, in order to comply with ESSA, states may use additional academic subjects such as science and social studies as the second academic
indicator for elementary and middle schools, or as an
indicator of school
quality or student success for any schools, according to initial feedback from the Education Department.26 The analysis in this brief excludes these measures when identifying and weighting measures of school
quality or student success.
Under this broader vision, states should use some
indicators to classify schools;
others to inform local decisions about resources and supports; and all measures to ultimately support classroom teaching and learning, school
quality, and student success.
Other indicators include the
quality of sponsors in the region and the
quality of academies in the area.
