Above all, the law's requirement that students be tested annually in reading
and math in
grades 3 - 8
and once in high school has provided parents, teachers,
and other citizens with detailed information about students» performance in these foundational
subjects —
and therefore the extent to which they have mastered skills that are prerequisites for

We developed a measure of how unusual the fluctuations in test scores are by ranking each classroom's average test - score gains against all
other classrooms in that same
