How much of the apparent problem here is endemic to RTA rather than the procedures of judicial review, court rules, and
other systemic factors independent from the wording in the RTA?

While figure 1 shows that overall size is not the only
factor in determining
systemic risk and that some smaller banks can be systemically important in
other dimensions, it also suggests that the largest banks, such as JPMorgan Chase (JPM), Bank of America (BAC), and Citibank (C) are
systemic in areas
other than size alone.
These
factors — many of which are beyond our control and the effects of which can be difficult to predict — include: credit, market, liquidity and funding, insurance, operational, regulatory compliance, strategic, reputation, legal and regulatory environment, competitive and
systemic risks and
other risks discussed in the risk sections of our 2017 Annual Report; including global uncertainty and volatility, elevated Canadian housing prices and household indebtedness, information technology and cyber risk, regulatory change, technological innovation and new entrants, global environmental policy and climate change, changes in consumer behavior, the end of quantitative easing, the business and economic conditions in the geographic regions in which we operate, the effects of changes in government fiscal, monetary and
other policies, tax risk and transparency and environmental and social risk.
Systemic suffering and social malfunctioning, therefore, are caused by human greed, self - centeredness, an illusion about power and control, racism, sexism, imperialism, ethnocentrism, and
other factors.
Economic inequality, war, political instability,
systemic injustice, inadequate education, media penetration, migration patterns, corrupt governments, environmental disasters and
other factors related to globalization contribute to the conditions necessary for human trafficking.
On the
other hand, there are patients who do not show any significant improvement even after the second or third biologic drug treatment — typically with TNF inhibitors (which blockade the Tumour Necrosis
Factor TNF, which is involved in
systemic inflammation).

I never recall being tested for
systemic inflammation or even counseled on risk
factors other than being constantly reminded to cover up and use sunscreen.
Personally, if I were a regulator of
systemic risk, I would throw my effort at companies that fit
factors 1 and 2, and analyze them for the
other three
factors.
Respiratory or cardiac arrest can be caused by a variety of
factors including pre-existing disease of the thorax, (including the heart or lungs),
other systemic disease (particularly involving the liver and / or kidneys where anesthetics must be cleared from the body), blockage of the air passageway (blocked ET tube, regurgitation of material from stomach, blood) and overdose of the anesthetic agent (s).
The «stadium wave» as a partial
systemic or meta explanation of the natural evoultion of climate affecting
factors is an intersting, cogent and logical step to understanding this sort of thing — it might mot be right, but at least it's an attempt, even if it will take years or decades to determine if it's on the right track and what
other factors need to be added / removed to make it an effective and usefully predictive tool.
Like
other speakers, Phillips pointed to
factors that can drive change in health and wellbeing for Aboriginal and Torres Strait Islander people — embedding cultural safety standards in health and within national law, decolonising practices on a personal and
systemic basis, and understanding the essential role of Indigenous knowledge in the delivery of services.
Some participants benefited from specific problem solving,
others used the group to identify
systemic life
factors that were hampering their progress.
