Get referrals from
other writers you know.
I take recommendations from my critique group,
other writers I know, and book reviews by trusted reviewers.
The best way to hire the right editor is probably to talk to
any other writers you know and ask for recommendations... Get some candidates, tell them exactly how long the manuscript is and what kind of edit you are looking for (see # 3 above), and give them a short sample — five to ten pages should do.
Other writers know what rejection feels like, and can offer moral support and advice on getting past it.
As far as I can tell based on my experience and the experience of many
other writers I know, most of the time you submit, your book will be rejected, which can be difficult for a sensitive author to bear.
