testing takes place between March 15 — June 10, 2016], parents are once again reporting that some school districts are informing them that if their child is opted
out of the unfair, inappropriate and discriminatory Common Core
tests they will be required to stay in the
testing room and «sit and stare» during the entire
testing period.
Even US Education Secretary Arne Duncan, who has generally advocated
testing, said last year that «
testing issues today are sucking the oxygen
out of the
room in a lot
of schools.»
Needless to say, his failure on the Common Core
tests shattered him as failure was the catalyst that led the boy to cite, «If I don't pass the
test, I will feel miserable and never come
out of my
room.»
Perhaps the most troubling development
of all is that despite repeated attempts to get Commissioner
of Education Dianna Wentzell to address these attacks on students and parents and to set the record straight about the rules concerning forcing children to remain in the
testing rooms or requiring children to log - in before they can opt -
out, the Commissioner and her staff have refused to make any statement whatsoever.
In addition, superintendents, principals or other school administrators who require or permit students who have been opted
out of the SBAC
tests, to remain in the
testing room risk not only losing their certification to work in Connecticut pursuant to Connecticut State Statute 10 - 145b (i)(1), but they have violated their duties under Connecticut State regulations that require school administrators to adhere to a Professional Code
of Conduct.
In addition, the State Board failed to use their meeting as a venue to instruct a group
of local school superintendents to stop forcing children who have been opted
out of the
test from being required to stay in the SBAC
testing rooms during the
testing periods.
In addition to misleading and lying to parents about their right to opt their children
out of the
testing madness, parents in a series
of communities are now reporting that school children who have been opted
out of the
testing are being forced to remain in the
testing rooms, despite the fact that this bullying tactic violates the SBAC
testing protocol,
testing regulations that were approved and distributed by the State Department
of Education.
In August, when the Lee County School Board in Southwest Florida voted 3 - 2 to opt
out of the state's mandated
tests tied to the Common Core State Standards due to concerns about the overtesting
of students, a packed
room of opt -
out supporters and parents erupted in cheers.
The practice
of forcing students to stay in the
testing room, despite having been opted
out of the SBAC program by their parents, is an ugly strategy to embarrass, humiliate and ostracize children who are inappropriately being required to sit in the
testing room for hours while their peers are taking the defective and high - stakes SBAC
tests that are designed to unfairly fail a significant number
of the state's children.
However, a handful
of school districts including Fairfield, Watertown, New Fairfield, Coventry, Enfield, Portland, Shelton, Wethersfield and Woodstock are seeking to punish children who have been opted
out by forcing those students to sit and remain in the
testing rooms during the
testing periods.
The practice is not only an immoral and unethical form
of bullying since it seeks to humiliate students and creates resentment among those students who haven't been opted
out, the sit and stay tactic also violates the Common Core SBAC

It is now clear that parents have the fundamental right to opt their children
out of the unfair, inappropriate and discriminatory Smarter Balanced Assessment Consortium (SBAC)
test and that local school districts can not force children who are opted
out to sit in the «
Testing Rooms» for the eight to eight and half hours that children will be forced to take these destructive
tests.
