I also know of a person living in NY who was charged
an outrageous bill due to the flushing the insert and clogging the pipes of their building.
But each one also has a story of personal exasperation about the last time a family member or a loved one was hospitalized or rushed to an emergency room or received an incomprehensible,
outrageous bill.
However, that quickly becomes an incentive to not pay; «Yeah, they sent
me this outrageous bill for my sprained ankle, so I just ignored it and let»em sweat, and ended up paying half what they billed me».
