One subtext of all the House races
in New York this year is the looming battle
over the next round of
redistricting.
The DSCC has been fundraising very aggressively
in preparation for the epic battle it will be waging this fall against the outgunned (
in cash terms, anyway) SRCC for control of the chamber — a crucial fight, since whoever has power
over the next round of
redistricting will have he upper hand for at least the next decade.
But with the two parties sharing power
in Albany and each holding a veto
over the
redistricting process, it is probably inevitable that one of the two seats the state loses will be a Democratic - held one.
Such a huge loss by the Republican presidential nominee would pit two oft - voiced truisms against one another: that the House majority is securely
in GOP hands because of the tilted
redistricting process
in 2011, and that the era of voters splitting presidential tickets is
over.
Over the weekend, Senate Republicans posted a memo on the legislature's
redistricting website from their legal counsel, justifying the creation of a 63rd Senate seat
in the reconfiguring of district lines.
The relationship saga between Cuomo and the Senate Democrats
over the last six months has featured the governor signing off on a state legislative
redistricting plan that is favorable to the majority Republicans
in the chamber and repeatedly refusing to say whether he supports a Democratic takeover of the chamber.
His prospects were buoyed that spring by
redistricting, which doubled the Democratic lead
over Republicans
in the district.
Heading into the
redistricting process, the GOP took
over both legislative chambers
in 25 states and had control of the legislature and governorship
in 21 states.

redistricting reform), said

But just how much sway Mann, and the presiding three - judge panel, will have
over the process will depend
in part on whether Governor Andrew Cuomo follows through on his original promise to veto the legislature's lines or instead reaches some sort of compromise with the legislature by which he signs off on their lines
in exchange for promises of
redistricting reform
in the future.
The governors» landscape is all the more important when you consider that the winners
in 2010 will exert considerable influence
over the decennial
redistricting process that will reshape the lines of congressional and legislative districts across the country.

in April,
in which the lawmakers pledged to not vote for an override of the governor's promised veto of office boundaries not drawn by an independent commission.

If Senate President Malcolm Smith's comments at the DRC straw poll
over the weekend are any indication,

in the Senate, either, where Democrats are eager to finally get back at the GOP by redrawing them out of existence — assuming they manage to hold onto the majority

The news comes as both sides
in the ongoing lawsuit
over the lawmaker - led
redistricting process meet on Monday at 2 p.m. before a federal magistrate.
A report released Monday by the good - government group Citizens Union argued the current system for
redistricting, dominated by the Democratic majority
in the Assembly and Republicans who control the Senate, has led to less - competitive elections, reduced voter turnout and,
over the past four election cycles, a 96 percent re-election rate for incumbents — who are returned to office by an average margin of victory of 61 percentage points.

over the
redistricting process
in Minnesota.
Not only have Republicans repeatedly cited gubernatorial races as the first step
in their rebuilding process nationally but the governors elected
over the next two years will play a major role
in the decennial
redistricting process that will help determine control of Congress for the foreseeable future.
Governor Andrew Cuomo's deputy spokesman Josh Vlasto said no deal is
in the works, despite the fact that the governor has been
in talks with legislative leaders
over a possible
redistricting compromise.
That would
in essence give Senate Republicans permanent veto power
over any
redistricting plan Senate Democrats would put forward if they win control of that chamber
in the next decade.
