The
memo says Bill Priestap, who heads the FBI's counterintelligence division, noted that corroboration
of the dossier was in its «infancy» at the time
of the first FISA application seeking to surveil
Page.
The Nunes
memo misleadingly supported this argument by omitting the fact that Carter
Page left the Trump campaign in late September
of 2016, weeks before the initial FISA application to surveil him was filed on Oct. 21.
The investigation comes after Republicans on the House Intelligence Committee released a polarizing
memo in February accusing the DOJ and the FBI
of abusing their surveillance authority when they sought the
Page warrant.
However, according to a Democratic rebuttal
memo released shortly after the Republican document that cited directly from the FISA application, claims from the dossier made up just a fraction
of the evidence the DOJ submitted to the FISA court when seeking to surveil
Page.
The Republican
memo raised questions about the dossier, saying it «formed an essential part»
of the
Page FISA application.

According to the Democrats»

Carter
Page, the former adviser to President Donald Trump's campaign who is at the center
of the
memo controversy, boasted about his Russia contacts in a 2013 letter to an academic journal, TIME reported on Saturday.
The Democratic
memo noted that when seeking renewals
of the
Page FISA warrant, the DOJ provided separate intelligence obtained from independent sources that appeared to corroborate Steele's findings.
Earlier this year, the committee's Republican majority attracted significant scrutiny when it released a controversial
memo alleging that the FBI and the Justice Department abused their surveillance authority when it monitored
Page ahead
of the election.
Outside
of its reliance on Steele's information about
Page's July 2016 Moscow trip, the Democratic
memo said the DOJ «did not otherwise rely on Steele's reporting, including any «salacious» allegations about Trump,» for the FISA warrant.
That the FISA court approved multiple renewals
of the
Page warrant, the Democratic
memo said, indicated that the FBI «collected important investigative information and leads» in the Russia probe.

of the Steele dossier, and the FBI used the dossier as the flimsy basis for a warrant to surveil
Page.
A more honest
memo would have made it clear that
Page was no longer on Trump's team at the time

of connections with the Russian government — so much so that in 2013, Russian agents approached him with the intent
of turning him into an asset (a point the Nunes
memo never notes).
The
memo tries to insinuate that this too was biased against Trump — noting that one
of the FBI agents handling the Papadopoulos situation, Peter Strzok, had sent some text messages critical
of Trump to his «mistress,» FBI attorney Lisa
Page.
Over continued objections from the FBI, the White House declassified a version

page memo on Friday, which alleges serious abuses
