Click the launcher arrow in the lower right - hand corner to go to
the Paragraph dialog box, uncheck the box next to «Don't add space between paragraphs of the same style.»
You'll get
the Paragraph dialog box.

your paragraph dialog box.

One of the new changes to InDesign CC is an innocuous checkbox at the bottom of the Table of Contents
dialog box for: Make text anchor in source
paragraph.
Within this
dialog box you can also edit the title of your ToC (mine is set as the default «Contents») and the
paragraph style you want your ToC title to be (mine is set as «heading»).
