If the Obama administration is willing to offer a preschool plan that keeps
parents in the driver's seat in terms of choosing where to send their child, puts states in charge of administering the
program and provides them with general guidelines rather than detailed prescriptions, and redirects
existing resources rather than calling for large new expenditures, there is a significant possibility of bipartisan
support in Congress.
Over the next few years, Circle of
Parents intends to expand the national network add new groups, strengthen
existing programs and develop new family
support initiatives.
Even though little agreement
exists among experts about specific techniques or interactions that insure the development of a competent adult,
parent education
programs have become an important method of
supporting traditional child - rearing practices and conveying new knowledge.
Currently 14 locally based Child Care Resource and Referral agencies provide services throughout Wisconsin, helping
parents find and select child care,
support and help sustain
existing child care
programming, identify local child care needs and resources, develop new child care services where needed and provide public information about child care.
It can operate as a stand - alone
program, or be integrated into
existing parent education /
support programs.
This
program involves the family or other
support systems in the individual's treatment: The

existing programs and services provided by a variety of community agencies and organizations (Head start centers, community health centers, schools, clinics, prisons, shelters, places of worship, social service agencies, etc.) that have other initiatives for families.
