Most important, for perhaps the first time in Chicago's history, low - performing schools were pressured to do better, and students and
their parents encountered a system that did not just pass everyone through regardless of what they learned.

The primary aims of this study are to document the process of moving towards new, integrated
systems in each of these cities; to highlight which strategies moved the cities forward in creating these
systems and what barriers the cities
encountered; to examine how these cities incorporated the needs of students with disabilities, English language learners, and students from different economic backgrounds into their
system designs; to understand how students, teachers, and
parents, and others experience elements of the new
system and how these experiences differed for students with special needs; and to document quantitative outcomes on a range of measures, disaggregated by student subgroup.

encounter fierce resistance from many Boston Public School
parents who fear a unified enrollment
system could give charter schools a competitive edge in student recruitment.
Students assigned to special education programs often
encounter significant challenges in obtaining an education in the New York City public school
system — some
parents are sent back and forth between schools and enrollment centers without their problems being resolved; some students are kept out of school because they must wait for proper placements or special education services after the school year starts; and some students with disabilities do not receive the special transportation they need to get to school.

parents encounter obstacles in their
parenting in the host country (eg, insufficient information about the
parenting system, role change and power conflict between
parents and children, all of which contribute to stress in
parenting).
