The U.S. Department of Education defines dual - language programs as «a type of bilingual education program in which students are taught literacy and academic content in English and
a partner language,» often Spanish or Chinese.
With the objective of promoting bilingualism and biliteracy, students receive academic content area instruction in English and
the partner language (e.g., Spanish).
Students use what they know in one language as a resource to acquire proficiency in
their partner language.
In addition to core instruction, all ELs enrolled in a DLE Program receive English Language Development instruction, and all native - English - speaking students receive Language Development instruction in
the partner language (e.g., Spanish Language Development) to improve their proficiency in the new language.
Literacy and other content are taught in both
the partner language and English over the course of the program, except for Specials (Art, STEM, Music, P.E.) where instruction is in English.
It's a transitional bilingual program or foreign language program that does not use
the partner language for at least 50 % of instruction.
Included in this work is ensuring that dual language teachers do not teach
the partner language in the same way that English is taught.
This means that dual language leaders must actively elevate the status of
the partner language.
