I can't see how someone who sells 1000 copies on steam is going to sell 300K keys in 3rd party resellers.
This doesn't seem to be intended to combat shady key resellers, based on the image posted it looks like Valve is trying to combat devs that sell their game on Steam but then also sell keys on a 3rd party website at a cheaper price.
