CFRP has developed a body of rigorous research on paternity establishment in Texas, looking into: the prenatal and parental factors that affect in ‐ hospital
paternity establishment at the time of the child's birth, the timing of when unmarried parents are most receptive to messages about paternity establishment, the association between in ‐ hospital paternity establishment and subsequent child support compliance or use of informal support, whether a father's understanding of the paternity establishment process affects his future involvement with his child and compliance with child support, and the underlying motivations prompting paternity rescission filings.

However, lessons were learned from these early programmes and in 2004, the Texas Fragile Families initiative reported an increase in child support orders /
paternity establishment among its participants (with a «dose» effect — the longer the young father was involved in the programme, the more likely he was to establish
paternity / pay child support); and employment rates up from 50 %
at the start of the programme to almost 70 %
at six months and 80 %
at one year (Romo et al, 2004).
He found that
paternity establishment was more likely when women were not teenagers, had private health insurance or
at least a college education, and did not have any chronic or sexually transmitted diseases or health issues during pregnancy.

In addition to exposing the connection between fathers» presence
at the birth and the likelihood of relationship violence, Figure 2 reiterates the finding that the primary determinant of a father's
paternity establishment decision is not whether he is violent, but whether he attends the birth.
Increasing the rate of voluntary
paternity establishment, therefore, may improve child outcomes for this
at - risk population.

Unmarried parents are encouraged to establish
paternity for their children by signing a form in the hospital
at the time of birth; however, for families experiencing relationship violence, the preferred method of
paternity establishment is through the court system, where legal parameters can be placed on a father's access to mother and child.
