In response to comments received on last year's Report, we have included this year a breakdown of
payments by levels of government and type of payment.

Within program expenses, major transfers to persons were up $ 1.1 billion, primarily due to higher old age security
payments, reflecting an increase in the number
of recipients and higher inflation, as benefits are indexed to quarterly changes in the consumer price index, major transfers to other
levels of government were up $ 0.6 billion, reflecting legislative increases; while direct program expenses declined
by $ 0.2 billion, as lower «other transfer»
payments more than offset increases in departmental / agency operating costs.
Program expenses were lowered
by $ 5.4 billion in that Update, with all three major components contributing to the decline: major transfers to persons down $ 1.8 billion, primarily due to lower employment insurance benefits; major transfers to other
levels of government, down $ 1.4 billion, primarily reflecting the recovery
of the sales tax harmonization transitional
payment from British Columbia; and direct program expenses, down $ 2.2 billion, due to lower other transfers.
The Federal
Government also
levelled similar allegations as well as acceptance
of payments unauthorised
by law from counts 10 to 14 against the defendants with respect to a cumulative sum
of N1, 970,662,130.00.
Every dollar that a bankrupt family makes above the
level set
by the
government is subject to a surplus income
payment of 50 % while a person remains bankrupt.
In particular but in no particular order, informed conservation
of biological diversity, development
of public taste for a thriving ecosystem, responsiveness
of governments to the will
of individual human beings not
of corporate fictions,
levelling the playing field
by privatizing the carbon cycle, enlightened application
of the principles (
by which I mean from Newton's Principia)
of Science to questions
of climate science, and
payment for harms
by those who cause them.
The letter from 14 members
of the House
of Representatives, led
by Rep. Barney Frank (D., Mass.), notes their concern with the SEC in being so far behind in meeting the April 2011 statutory deadline for releasing final rules governing a program for oil, gas and mining companies to have to disclose the
payments, at project -
level, they make to foreign
governments...
The federal
Government could assist
by negotiating such
payment levels as part
of the HCH.
The Council for Aboriginal Reconciliation proposes, in the national strategy to overcome Indigenous disadvantage, that Commonwealth / State fiscal relations with Indigenous people could be improved
by governments employing mechanisms to ensure adequate funding; offering supplementary funding incentives for meeting benchmarks agreed with Indigenous organizations (such as through federal Special Purpose
Payments grants); pooling funds across agencies and
levels of government; developing a joint agency approach to coordination
of services and programs; creating flexible funding arrangements; ensuring geographic distribution
of funds; and through prioritising the allocation
of funds to community controlled services.
If Indigenous unemployment was reduced to the same
level as that commensurate with the rest
of the population, and assuming that this latter rate remained constant, then the savings to
government in
payments to the unemployed, in 1996 dollars, would be around $ 193 million
by the year 2001 and $ 274 million
by 2006 with much lower unemployment bills
of $ 112 and $ 126 million respectively.
