Leave more space for it and place all necessities
inside: bowls with water and food,

pads, its crate and make sure the designated potty area is far from its sleeping and feeding spots.

Also, I don't recommend
pee pads, it more or less told my husky that it was ok to go

To help prevent accidents, place a piece of linoleum or plastic sheeting under the
inside pee pad until your puppy gets used to going in one of his two designated spots and doesn't have accidents.
The great thing about Yorkies is they can be taught to go both outside and
inside on a
pee pee pad or doggies litter box.
If your puppy develops a habit of always going
inside on a
pee pad, that kind of defeats the purpose of having the
pee pad in the first place!
You could also put the
pee pads or some newspapers down on the floor
inside the pen to encourage him to potty on them.
