I have also used this opportunity to examine the enjoyment and exercise of human rights by Aboriginal and Torres Strait Islander
peoples in light of other changes to policy and legislation made

Reporting Period.
This chapter provides a snapshot of the key issues and developments that have affected Aboriginal and Torres Strait Islander
peoples in the enjoyment and exercise of their human rights
during the
reporting period.
While I am pleased that the Australian Government is committed to the principle of strong engagement with Aboriginal and Torres Strait Islander
peoples, events
during the
Reporting Period have demonstrated that there is much room for improvement in the Australian Government's approach to engaging with Aboriginal and Torres Strait Islander
peoples.
During the
Reporting Period (1 July 2009 — 30 June 2010), the Australian Government advanced a number of initiatives designed to promote broader land settlements and improve the ability of Aboriginal and Torres Strait Islander
peoples to enter into beneficial agreements.
In light of recent developments in land rights
during the
reporting period, I have also examined the enjoyment and exercise of human rights by Aboriginal
persons and Torres Strait Islander
persons in accordance with section 46 (1)(a) of the Human Rights and Equal Opportunity Commission Act 1986.
During the
Reporting Period we saw the hard work and extensive consultations towards a new national representative body for Aboriginal and Torres Strait Islander
peoples come to fruition with the establishment of the National Congress of Australia's First
People (National Congress).
I am particularly pleased that the National Congress of Australia's First
Peoples was established
during the
Reporting Period.

during the
Reporting Period have demonstrated that there is much room for improvement in the Government's approach to engaging with Aboriginal and Torres Strait Islander
peoples.
The need for better engagement with Aboriginal and Torres Strait Islander
peoples has been starkly apparent across a range of areas and levels of government
during this
reporting period.
As with previous
reports submitted by the Aboriginal and Torres Strait Islander Social Commissioner, this year's
report will examine the operation of the native title system and its affect on the exercise and enjoyment of human rights by Aboriginal and Torres Strait Islander
peoples during the 2007 - 2008
reporting period.
