While it's easy for those focused on the urban agenda to dismiss suburban reform as a distraction or a novelty, it may be more useful to think
of high -
performing communities as terrific laboratories for bold solutions and as the place where high - functioning
systems working in advantageous circumstances may have much to teach about how to help
schools go from good to
great.
One chapter, by Ludger Woessmann (coauthor

systems that make
greater use
of public - private partnerships (ideally combining public funding with private operation)
perform better than
systems that do not.
We seek to become the first
great urban public
school system in the country — one whose
schools perform on par with the best suburban districts in America, one that personalizes the student experience for all children and one that provides multiple rigorous pathways through and beyond high
school to help every child, regardless
of background, live up to their potential.
And,
of course, given that these are comparative measures, even a charter sector that isn't doing a
great job can look good against the background
of a low -
performing traditional
school system.
