on its Keystone
pipeline once pressure restrictions related to a
leak in South Dakota are removed.
Pressure has been restricted
on the 590,000 barrel per day Keystone
pipeline since late last year, after the line
leaked some 9,700 barrels of oil in South Dakota.
That would account for shipping costs and the lower quality of WCS versus WTI, as crude - by - rail shipments increase and capacity returns to normal
on the Keystone
pipeline across the U.S., which has faced pressure limits since it
leaked in November in South Dakota.
But InsideClimate News recently reported that the
leak detection systems used
on most of the nation's
pipelines rarely detect spills smaller than 1 percent of the
pipeline's flow, which for the Keystone XL would be hundreds of thousands of gallons per day.
A large portion of the 590,000 b / d Keystone crude
pipeline was shut
on 16 November after a after a
leak of an estimated 5,000 bl of crude in Marshall county, South Dakota.
