Clearly Wegman's plagarism is not material to the veracity underlying argument that the report makes, (whether it is his own or not), although agreed that such is lacking as per your reply to the first comment.
It makes me wonder what rephrasing, say, a technical article written in German to avoid allegations of plagarism would be like.
Can you give an example of «plagarism» in a business field leading to someone being sacked, or some other negative fallout?
Academic instances of plagarism are a bit different and tend to be dealt with by Universities but I don't know if that is purely because people don't want to create too much fuss.
